Try using one of the free VPN programs. hotspot shield used to be popular and still seems to exist (its been a few years since I've needed to use a VPN so I'm not sure what's the latest and greatest). The free version should be enough for this test.
Victory probably won't be playable through it (the lag will be horrible because the connection will encrypted and going from you in Italy to the USA then back to the server in Italy). Try to stick to the races with collisions turned off so the lag won't cause too many problems for other people.
What it will do is take your ISP out of the loop as much as possible. If its laggy but not throwing the idle message, then the problem is probably something your ISP is doing.
Thanks Jamjam 195 but even deactivating firewall and antivirus I can't find the server.

One possibility could be you ISP's DNS server. Can you see if using google's public DNS server (8.8.8.8) makes any difference? https://developers.google.com/speed/public-dns/docs/using
